Privacy Policy

Restigouche Regional Service Commission (Restigouche RSC) ("we", "our", "us") respects your privacy and is committed to protecting the personal information you share with us. This statement explains what we collect, why we collect it, how we use it, and the rights you have over it. It applies to this website and to any information you provide to us.

1. Information we collect

When you use our contact form, we collect your name, email address, phone number and the contents of your message, so we can respond to your inquiry. A copy of your message is also emailed to the address you provide.

When you fill out our newcomer welcome form, we collect your name and contact details, information about your move to the region (such as where you lived before, your arrival date, your immigration status and your reason for moving), the languages you speak, your municipality, information about your children's school and your employment, and any questions you ask us.

When you request community transportation, we collect your name, date of birth, phone numbers, email address, physical and mailing addresses, information about your household, your transportation and mobility needs (including any mobility aids), an emergency contact, and your signature.

When you submit a rezoning application or a building permit application, we collect the contact details of the applicant and the property owner, information about the property and the project, the names and contact details of any contractors, the declarations and signatures on the form, and the documents you upload.

When you visit, we also collect limited technical information automatically:

  • Usage and technical data: information such as your approximate location, browser type, device type, the pages you view, and how you arrived at our site. This is collected through Google Analytics, and only if you accept analytics cookies (see the Cookies section below).
  • Your preferences: your language choice and your cookie-consent selections, so the site can remember them on your next visit.

2. Why we use your information

We use the information described above to:

  • Respond to your inquiry and communicate with you about your request.
  • Provide the service you asked for, such as newcomer support, community transportation, or the review of rezoning and building permit applications.
  • Understand how visitors use this website so we can improve its content, navigation, and performance (through Google Analytics).
  • Remember your language and cookie-consent preferences.
  • Maintain the security and proper operation of this website.
  • Meet our obligations under applicable privacy legislation, including New Brunswick's Right to Information and Protection of Privacy Act (RTIPPA) and any other privacy laws that apply to visitors from other jurisdictions.

3. Consent

By providing your information to the Commission, you consent to its collection and use for the purposes above. Where the law requires explicit, written, or separate consent for a specific use, we will ask for it. You can withdraw consent at any time by contacting our Privacy Officer (section 8). Withdrawing consent may limit our ability to deliver the services you have asked for.

4. Disclosure to third parties

We do not sell your personal information. We may share limited information only:

  • Within the Commission, with the staff who process your request or application.
  • With Google Analytics, which processes technical data to help us understand website traffic and usage patterns, and only if you accept analytics cookies. Google's handling of this data is governed by Google's Privacy Policy.
  • With Google reCAPTCHA, which analyzes certain technical data (such as your IP address and how you interact with the page) when you use our forms, to protect them from spam and abuse.
  • With Google Maps, which displays the map on our locations page and receives technical information (such as your IP address) when the map loads.
  • With Recollect, which provides the waste collection calendar on our recycling page and receives the address you look up, along with technical information such as your IP address.
  • With the service providers that host this website and deliver the emails it sends (such as form submissions and confirmations), which access information only as needed to operate and maintain these services and are bound by appropriate confidentiality terms.
  • Where required or permitted by law, including in response to a lawful request from a public authority.

This website links to external sites. Those sites have their own privacy practices, and we are not responsible for how they handle your information. We encourage you to review their policies.

5. Where your information is stored

Your information is stored in Canada whenever possible. Some service providers may process limited technical information (for example, web analytics) and the emails sent through our forms outside Canada. Where this happens, the information is subject to the laws of the country where it is processed, including lawful access by authorities in that country.

6. Cookies and similar technologies

This website uses cookies and similar technologies. A cookie is a small text file placed on your device by your browser. We group cookies into two categories:

  • Necessary cookies are required for the site to work, for example to remember your language choice and your consent preferences. Google reCAPTCHA, which protects our forms from spam and abuse, is also included in this category. These are always on and cannot be disabled.
  • Analytics cookies help us understand how visitors use the site so we can improve it. We use Google Analytics 4, which does not log or store IP addresses. These cookies are off by default.

Analytics cookies are loaded only after you accept them. Until you make a choice, only necessary cookies run, and Google Consent Mode keeps Google's advertising and analytics storage turned off.

You can change your choices at any time by clicking Cookie preferences in the footer. Clearing your cookies will reset your preferences and the consent banner will appear again on your next visit.

You can also block or delete cookies in your browser settings. If you block necessary cookies, some features of the site, such as our forms, may not work.

7. How long we keep your information

We keep your information only as long as we need it for the purposes described in this statement and to meet any record retention obligations that apply to us. Records are retained for seven (7) years, after which they are destroyed or anonymized in a secure manner. Website analytics data is retained for fourteen (14) months.

8. Your rights and our Privacy Officer

Subject to applicable law, you have the right to:

  • Access the personal information we hold about you.
  • Ask us to correct information that is inaccurate or incomplete.
  • Withdraw your consent and ask us to stop using your information.
  • Receive a copy of your information in a structured format, where the law requires it.
  • File a complaint about how we have handled your information.

To exercise any of these rights, or to ask any question about this statement, please contact our Privacy Officer:

9. Security

We use administrative, technical, and physical safeguards to protect your information against loss, theft, and unauthorized access, use, or disclosure. No method of transmission over the internet is fully secure, so we cannot guarantee absolute security, but we maintain the safeguards expected of a responsible organization. Documents uploaded with rezoning and building permit applications are stored in a private location that can't be reached from the website.
